There are lots of EDH decks that operate along those lines, like Rielle, the Everwise or Nath of the Gilt-Leaf

From my early impressions, Lorcana successfully lands in the middle, offering a gameplay experience with just enough depth in its first set to avoid the sense of a game that exists only as a tacked-on vehicle for collectors to buy cards
For thematic inclusions we've got Jeska's Will, Birgi, God of Storytelling (the backside but the front is amazing too) and Delayed Blast Fireball which work exceptionally well with our "cast from exile" payoff cards and Underworld Breach being ridiculous especially when we're discarding so many cards to fuel it
I suspect the absence of a guaranteed rare in Value boosters is, in part, specifically supposed to deter collectors, so that these boosters stay in stock for kids to buy
