Ultima, Origin of Oblivion is a colorless flying 4/4 for five mana that puts blight counters on lands whenever it attacks

You'll have to wait a turn to use its landfall ability, and it only makes colorless, but even with those brakes that's a strong ramper

In fact, you probably solve this entire mystery by going to over a WOTC forum and asking them why they're "using the old Pokmon holofoil" they'll stumble over themselves to "Um, actually" you and you'll get your answer

Still, even if this card isnt the best new Commander, its great to see such a fun design
