It is optional to put a card into your hand, but you do have to put all cards into the graveyard that aren't lands
Many cards in Whispers in the Well have this mechanic, which allows a player to pay an extra ink cost to tuck a card under your character and activate a new, more powerful ability
This all changes when you use Metalworker, along with three artifacts in hand, to draw as many cards as you want, give yourself infinite mana and life, and tap down all of your opponent's creatures
By the way: The card Deadly Designs from Conspiracy uses plot counters
