That said, I personally see this card working better in the 99 than as its own commander
She is however everything I don't like in a creature, she is mana intensive to get most value from, she is gold making her narrow, she is a legend making her vulnerable, she offers no value at all when deal with on sight and doesn't really have any particular synergy with anything
You might be worried about small creatures getting outclassed at the Commander table, but white is the home of small creatures, giving you tools like The Battle of Bywater, Dusk / Dawn, and Assemble the Players to extract the most possible value from your little guys
