Your hit in a deck with lots of fast mana and card draw will likely be better than if you target a player that was playing a boxed precon - but youre equally likely to just run into a counterspell (with no target), a combo piece that does nothing for you, or a card thats straight up worse than what you initially cast

While there are some exceptions, generally, if you bring an un-upgraded precon to a Commander table, youre in bracket two
